New appointments to VCAT

Attorney-General Robert Clark today announced the appointment of three new full time members to VCAT and the promotion of three existing members.

Mr Ian Lulham has been promoted to the position of Deputy President, Mr Jonathan Smithers has been appointed as a full time senior member, and Mr Ian Proctor and Ms Genevieve Nihill have been promoted to the position of full time senior members. In addition, Dr Rebecca French and Mr Mark Farrelly have been appointed as full time ordinary members.

“The new appointees at VCAT have a wealth of legal experience between them and will be a valuable addition to the tribunal,” Mr Clark said.

“Mr Lulham is an experienced mediator with over 30 years of legal experience.

“Both Mr Smithers and Dr French come from the Victorian Government Solicitors office where they held the positions of Assistant Victorian Government Solicitor and a General Counsel respectively.

“Mr Proctor has extensive experience within both state and federal legal systems, including assisting in the establishment of VCAT.

“Ms Nihill has been a full member of VCAT and has over 25 years’ experience in the law.

“Mr Farrelly has been a solicitor for over 20 years, most recently working for firm Richmond and Benison.”

Mr Clark said all of the new appointees had the skills and expertise to excel in their respective positions.

“I would like to congratulate the new VCAT members and those moving into new positions, and I look forward to the contributions they will make.”
