未来 30 年的战略报告建议令人失望!

上周维州基础设施战略报告草稿释出,报告中叙述维州未来的基础设施需求。 但战略报告其中三项建议实在让人大失所望,其中包括新的徵税方式,强制对开车进入墨尔本市中心与邻近地区的车辆徵收新的移动税,加大墨尔本东部和南部高密集住宅的开发并编列预算大量建设国民救济住宅给低收入户。

 

该报告同时建议,众所期待的东西环线道路 (East West Link) 需至少等到 15至 30 年再进行兴建,并把这连接墨尔本东部和西部地区的大规模基础建设仅仅列入一个未来可能进行的项目。

 

维州基础建设部门是维州州长 Daniel Andrews 指定任命的专家所成立的部门,其目的在于给政府提供维州未来的基础建设需求与项目。

虽然此次报告中的确有一些有价值投入的基础项目,但该评估报告中本末倒置的优先顺序和肤浅的分析无不动摇着大家对该报告建议的信心。

Infrastructure strategy disappointing

 

Last week Infrastructure Victoria released a draft strategy for Victoria’s future infrastructure needs.

 

Disappointingly, the three main recommendations of the draft strategy are to impose charges on motorists for driving into the inner suburbs and central Melbourne, push more high density development into Melbourne’s east and south, and provide more welfare housing.

 

At the same time, the report proposes that the East West Link not be built until 15 to 30 years in the future, and then only lists it as a possible project.

 

Infrastructure Victoria is supposed to be an expert body appointed by Premier Andrews to provide advice on Victoria’s future infrastructure needs. While it proposes some worthwhile projects, its strange priorities and superficial assessments do not give confidence in its recommendations.
