维州议会将讨论的议题
下周8 月 16 日是维州议会自 6 月 23 日休会后,重新开会的日子, 预计开会后的 Andrews 政府将会有许许多多问题需要面对与解决。 已知的议题部分可分为治安、消防、救护服务与 Myki 大众运输等四个。
首先是治安,自上次会议后,暴力劫车、家庭入侵犯罪持续燃烧,少年犯罪集团恐吓家庭,为害邻里,而抗议人士聚众闹事于街道之上,治安问题着实堪忧。
政府需对议会解释为何没及时保护人民,为何拒绝强化法制,拒绝修正宽鬆少年保释法所带来的问题,更拒绝把权力还给警察,让警察能有效执法并对于暴力犯罪者加重量刑,而非不痛不痒的社区矫正令。
政府更需对有关保护家暴孩童的洩密问题,因何机密资讯会洩露给他们涉及暴力犯罪的父亲做出回答。
除治安外,开会后的政府还有许多需回答和解释的议题,其中自然也包括有关郊区消防局事件 (CFA),对于解雇 CFA 董事会并逼部长、CFA 执行长及消防总长请辞一事做出回答。 随着时间过去,越来越多证据变得更清晰,当初州长在明知与消防队员的协议问题百出,却仍告诉义消协义并不存在问题,请他们放心。
第三个已知议题是救护车的救援效率,由于最新数据显示救护车救援病人的效率时间并未改善,此一改革直接影响当初 Andrews 工党政府的竞选承诺,也因此列入讨论质询。
最后一个已知议题是 Myki 系统,政府需解释为何耗费 7 亿延续 Myki 已到期的合约,使该公司持续运行墨尔本火车、电车及 Bus票务系统却又无需引进新功能改善服务品质。
除了上述那些议题之外,更有许多积压已久的法案有待讨论,这些都是在休会前被提案但仍未被审核讨论处理的。
这些法案涉及性犯罪量刑、TAFE 技术学校、基因技术、牲畜疾病、巴士站相关管理、电子菸草销售、农业、公有土地出售、国家公园管理、家庭暴力、物业出租、律师界相关法案、政府广告管理法、授权相关法案以及自由讯息管理法等诸多法案。

Many issues for Victorian government when Parliament returns
Next week the Victorian Parliament sits for the first time since 23 June, and the Andrews government has many problems to deal with.
Since Parliament last met, violent car-jackings and home invasions have continued, youth gangs have terrorised families, and protesters have rioted on our streets.
The government needs to explain to the Parliament why it has failed to act to protect Victorians from this crime wave, and why it refuses to reverse its weakening of bail laws, give back move-on powers to police, and ensure tougher sentences for violent criminals.
As well, the government needs to give answers about how confidential details about children being protected were given to their violent criminal father.
There are also many unanswered questions about the government’s sacking of the Country Fire Authority Board and forcing the resignation of the Minister and the CFA’s CEO and Chief Fire Officer.
Evidence has emerged that the Premier knew there were big problems with the proposed agreement with firefighters, even while Mr Andrews was telling volunteers there was nothing for them to worry about.
As well, figures released recently show that the times taken for ambulances to reach patients have not improved since the Andrews Labor government was elected, in breach of Labor’s election promise.
The government also needs to justify why it is paying $700 million to continue the contract with the company that runs Melbourne’s myki train, tram and bus ticketing even though the contact does not introduce any new features for myki users.
There is also a large backlog of proposed laws waiting to be considered, because the government didn’t proceed with these laws before the Parliament adjourned.
These include laws about sexual offences, TAFE, gene technology, livestock diseases, bus stops, tobacco sales, agriculture, disposal of public land, national parks, family violence, rental properties, legal profession, government advertising, powers of attorney and freedom of information.
